Melt the butter, then cook the chopped shallot. Bring salted water to a boil, and add the penne. Add the garlic to the shallot and cook for 30 seconds. Do the same with the vodka. Mix in the tomato paste then add the cream. Season with salt and pepper to taste and then red pepper flakes. Stir in the basil and the cooked pasta.
