Brown the beef, add the pepper and garlic. Then the tomatoes, spices, corn, Chiles, and beans. Add 1 cup of the enchilada sauce and heat through. Build the lasagna: Sauce, tortillas, meat mix, cheese, repeat. Bake at 425 for 15 minutes and eat!
