Slice the beef and coat it in the starch. Fry the beef in the oil for about 2-3 minutes per side until browned. Remove the beef from the pan. In the same pan, cook the snow peas and minced garlic. In a separate bowl, mix the soy sauce, honey, rice vinegar, and sriracha to create the sauce. Combine the cooked beef, snow peas, and garlic with the sauce in the pan. Cook for a few minutes until the sauce has thickened, then serve over rice and garnish with sesame seeds.
