Tenderize the beef and place on a strip of bacon. Add chopped onion, salt, and pepper. Roll up the beef and bacon, securing with a toothpick. Add the rolled pieces to a crock pot and cover 3/4 with water. Add in Worcestershire sauce and cook on medium high for 3 hours. After slow cooking, transfer to a pan and place in an oven preheated to 350°F (175°C) for 20 minutes. Flip and cook for another 20 minutes, then serve.
