Cut the beef into chunks and season with salt and pepper. Sear in a pot and remove. Add the oil, then shallot. Cook and add the remaining veggies. Add the tomato paste and then the wine. Then the remaining ingredients (except the pasta). Cook for a few hours until fork tender. Serve over pasta with fresh Parmesan!
