For the Sauce: Mix honey, soy sauce, ketchup, brown sugar, rice vinegar, sesame oil, and 2 teaspoons of starch together. Heat a pan with 1 tablespoon of oil and cook some minced garlic until fragrant. Add in the mixed sauce, stir, and simmer for approximately 3 minutes until it thickens. For the Chicken: Cut chicken into 1-inch cubes. In one bowl, mix eggs with salt and pepper. In another bowl, mix flour and 3/4 cup of starch. Dunk the chicken pieces in the egg mixture, then coat them thoroughly in the flour and starch mixture. Heat oil for frying to 350 degrees Fahrenheit. Cook chicken for roughly 5 minutes until crispy and cooked through. Toss the cooked chicken in the prepared sauce. To serve, build your bowl with 2 cups of cooked rice, topping with the sesame chicken, sesame seeds, and green onion.
