For the Sauce: Mix together 1/4 cup Soy Sauce, 3 tablespoons Water, 2 tablespoons Rice Vinegar, 2 tablespoons Hoisin, 2 tablespoons Ginger, 2 tablespoons Minced Garlic, and 1 tablespoon Chopped Szechuan Chiles. Set aside. For the Beef and Stir-fry: Thinly slice the flank steak, cut into pieces, and then toss in 1.5 tablespoons of cornstarch. In a wok, heat 1 tablespoon of oil. Cook the sliced red pepper, broccoli, water chestnuts, and julienned carrots until tender-crisp, then remove from the wok. Add 1 tablespoon peanut oil and 1 tablespoon sesame oil to the wok, bring the heat to high, and sear the beef for 2-4 minutes until browned.
